Could your family manage for three days without access to shops, electricity or running water?

When a cyclone, flood or other disaster strikes, everyday services can quickly become unavailable. Roads may be blocked, shops may close, electricity may be interrupted and access to clean drinking water may become limited.

During these situations, having essential supplies ready can help your family manage until assistance becomes available or normal services are restored.

A 72-hour emergency kit contains the basic supplies your household needs to manage independently for at least three days.

Note: every household is different with different members of family that have varying needs. This is a general starter kit, you can tailor it to meet your household’s needs moving forward.

1. Start with safe drinking water

Water is one of the most important items in your emergency kit. Each person should have at least 3 litres of drinking water per day, with additional water for cooking and basic hygiene where possible.

For a family of four, this means preparing at least 36 litres of drinking water for three days.

Store water in clean, food-grade, tightly sealed containers.

Keep containers in a cool, shaded location.

Label containers with the date they were filled.

Check and replace stored water regularly.

Consider keeping additional water for infants, older people and anyone with specific needs.

Do not rely on rainwater collected during or immediately after a cyclone without checking whether it is safe to drink.

2. Pack food that lasts

Choose foods that are nutritious, easy to prepare and do not require refrigeration. Remember that electricity may be unavailable for several days.

Suitable emergency food supplies include:

Canned good like canned fish, canned meat and canned vegetables.

Tinned beans and other ready-to-eat foods.

Crackers, biscuits and breakfast cereals.

Peanut butter and other foods with a long shelf life.

Dried fruits and nuts.

UHT milk or other shelf-stable alternatives.

Baby food and special dietary foods where needed.

Include a manual can opener, eating utensils and disposable or reusable plates.

Choose foods your family already eats, and check expiry dates regularly.

3. Include essential health and hygiene supplies

Maintaining health and hygiene becomes particularly important when water supplies and sanitation services are disrupted.

Your kit should include:

A basic first-aid kit with bandages, antiseptic and dressings.

Essential prescription medicines and medical supplies.

Soap and hand sanitizer.

Toothbrushes and toothpaste.

Toilet paper and sanitary products.

Wet wipes and rubbish bags.

Insect repellent.

Face masks where appropriate.

If a family member has a medical condition, make sure their essential medicines, prescriptions and relevant medical information are included.

4. Prepare for power and communication disruptions

Power outages can make it difficult to receive information, communicate with family members or access lighting after dark.

Include the following items:

A battery-powered or hand-crank radio.

A torch or flashlight with spare batteries.

A fully charged power bank or solar powered power banks.

Charging cables for mobile phones.

A whistle to signal for help.

A waterproof bag for important documents.

Cash in small denominations.

Keep your mobile phone charged and use official information channels to receive emergency updates.

5. Pack for every member of your household

Every household has different needs. Your emergency kit should reflect the people who depend on you.

Consider including:

Spare clothing and underwear for each family member.

Warm clothing and blankets.

Supplies for babies, including nappies, formula and feeding equipment.

Essential items for older people.

Mobility aids, hearing aids and spare batteries where needed.

Personal medications and medical equipment.

Food and water for household pets.

Keep important documents such as identification, birth certificates, insurance papers and medical records in waterproof packaging.

6. Store your kit somewhere accessible

Once your supplies are ready, place them together in sturdy, waterproof containers or an easily transportable emergency bag.

Keep your kit somewhere accessible so family members can find it quickly when needed.

Remember to:

Check food and medicine expiry dates every few months.

Replace used or damaged supplies.

Recharge power banks and check batteries.

Update the kit when household needs change.

Make sure everyone in the family knows where it is stored.

Your 72-hour emergency kit checklist

Use this checklist to help prepare your household.

Drinking water (at least 3 litres per person per day)

Three days of non-perishable food

Manual can opener and eating utensils

First-aid kit and essential medicines

Soap, toothpaste and hygiene supplies

Torch and spare batteries

Battery-powered or hand-crank radio

Fully charged power bank and charging cables

Important documents in waterproof packaging

Cash and emergency contact information

Spare clothing and blankets

Special supplies for babies, older people and persons with disabilities

Food and water for household animals

Start building your kit today

Preparing a 72-hour emergency kit does not have to happen all at once. Families can gradually collect essential supplies, prioritising drinking water, food, medicines and basic safety items.

The most important thing is to start before disaster strikes.

Three days of preparation can make a significant difference when your family needs it most.

Note: The water quantity above is a minimum drinking-water allowance, not a complete daily water supply for drinking, cooking and hygiene. Always verify rainwater tank quality with Tonga Ministry of Health before consumption. Alternatively, bottled water should be sufficient until secure drinking water sources are identified for your household.

The post Build a 72-Hour Emergency Kit for Your Family first appeared on MORDI Tonga.

Tonga’s tropical cyclone season generally runs from November to April. During this period, communities face the risk of destructive winds, heavy rainfall, flooding, coastal inundation and disruptions to essential services such as electricity, water and transportation.

For rural households, the impacts can extend well beyond damage to homes. Cyclones can destroy home gardens, damage agricultural crops, contaminate water supplies, disrupt livelihoods and affect access to food and essential services.

Although cyclones cannot be prevented, their impacts can be reduced through early preparation and collective community action. Every household has a role to play in protecting lives, securing essential supplies and looking after those who may need additional support.

Here are practical steps that families can take before, during and after a cyclone.

1. Prepare your home before cyclone season

Preparing your home early gives you more time to identify potential hazards and make necessary repairs before severe weather approaches.

What you can do:

Inspect your roof, walls, doors and windows. Repair loose roofing iron, damaged structures and broken window shutters.

Check that doors and windows can close and secure properly.

Trim branches that could fall onto your house, but only where it is safe to do so.

Clear gutters and drains of leaves, rubbish and other debris to allow rainwater to flow freely.

Secure outdoor items such as garden tools, rubbish bins, loose roofing materials and furniture that could become dangerous in strong winds.

Identify the safest room in your house, preferably away from windows and external doors.

If your house is not structurally safe, identify an appropriate evacuation shelter before cyclone warnings are issued.

Do not wait until a cyclone is approaching to repair your home. Small maintenance activities completed early can help reduce damage when strong winds arrive.

2. Prepare an emergency kit for your family

When a cyclone approaches, shops may close, transportation may be disrupted and electricity supplies may be interrupted. Having essential supplies ready can help your family manage during the first few days of an emergency.

Prepare an emergency kit and keep it somewhere accessible and protected from water.

Your household emergency kit should include:

Drinking water stored in clean, covered containers.

Non-perishable food such as canned goods, rice, crackers and other foods that do not require refrigeration.

A manual can opener.

A first-aid kit and essential medicines.

A torch or flashlight with spare batteries.

A battery-powered or hand-crank radio.

Fully charged mobile phones and a power bank.

Personal hygiene supplies, including soap, sanitary products and toilet paper.

Basic clothing, waterproof footwear and blankets.

Cash in small denominations where possible.

Important documents, including identification, insurance and medical information, stored in waterproof bags.

Essential supplies for babies, older people and persons with disabilities.

Supplies for household animals and livestock where relevant.

Remember to check your emergency kit regularly. Replace expired food, check batteries and ensure essential medicines are available.

3. Protect your drinking water supply

Access to safe drinking water is particularly important during and after a cyclone. Heavy rainfall and flooding can contaminate household water supplies, while damage to infrastructure may interrupt access to safe water.

Tongan households that rely on rainwater harvesting should take extra care to protect their tanks and collection systems.

Before a cyclone:

Check your water tank for cracks, leaks and damaged connections.

Ensure tanks have secure lids to prevent debris, animals and insects from entering.

Clean roof catchments and gutters so they are free from leaves and other debris.

Store additional drinking water in clean, covered containers.

Keep water storage containers away from chemicals and other contaminants.

Identify an alternative safe water source in case your household supply becomes contaminated.

After a cyclone:

Check your tank and surrounding area for damage or possible contamination.

Do not assume collected rainwater is safe to drink simply because it looks clean.

If flooding or contaminated runoff may have entered your water supply, avoid drinking it until it has been assessed and treated appropriately.

Follow Ministry of Health and local authority advice on boiling, disinfecting or otherwise treating drinking water.

Keep stored drinking water covered and use clean utensils when collecting it.

Safe water protects families from waterborne diseases and supports household hygiene during recovery.

4. Protect your home garden, crops and livestock

For many rural households in Tonga, home gardens and agricultural activities provide an important source of food and household income. Cyclones can destroy crops, damage fruit trees and affect livestock, creating challenges that may continue long after the storm has passed.

There are several practical steps farmers and households can take to reduce potential losses.

Protecting your garden and crops:

Harvest mature crops where appropriate before the cyclone arrives.

Secure gardening tools, containers and other loose equipment.

Strengthen suitable plant supports and protect young seedlings where possible.

Maintain drainage around gardens to reduce waterlogging.

Apply mulch where appropriate to protect soil from erosion and reduce moisture loss.

Identify areas where vulnerable crops and seedlings can be protected from strong winds.

Store seeds and essential farming supplies in a dry, secure place.

Protecting livestock:

Identify a safe location for livestock away from flood-prone areas and falling trees.

Secure animal shelters and remove loose materials that could cause injury.

Prepare sufficient feed and clean drinking water.

Ensure animals have access to appropriate shelter.

Avoid moving livestock through floodwaters or dangerous weather conditions.

After a cyclone, inspect your gardens and agricultural areas before resuming normal activities. Remove damaged vegetation carefully, assess soil and water conditions, and seek agricultural advice where needed.

5. Develop a family emergency and evacuation plan

Every household should have a plan that explains what family members will do if a cyclone threatens their community.

Do not wait until an official evacuation instruction is issued to discuss where your family will go.

Your family should know:

Where the nearest designated evacuation centre is located.

Which route is safest to reach the evacuation centre.

How family members will communicate if they become separated.

Who will assist young children, older people and persons with disabilities.

Where important documents and emergency supplies are kept.

How household members will receive official weather warnings.

Families living in coastal or low-lying areas should understand their exposure to storm surges, coastal flooding and inundation. Follow evacuation instructions from local authorities promptly.

Important: If authorities advise evacuation, leave early and follow the designated routes. Do not wait until roads become flooded or winds become dangerous.

6. Make sure no one is left behind

Cyclones affect everyone, but some people experience greater challenges when preparing for and responding to disasters.

Older people, persons with disabilities, pregnant women, young children, people living alone and households in remote communities may require additional assistance.

Disaster preparedness must therefore be inclusive and consider the different needs and circumstances of community members.

Communities can take practical steps by:

Identifying households that may need assistance before cyclone season.

Checking that persons with disabilities can access emergency warnings and evacuation information.

Making arrangements for transportation and assistance where needed.

Ensuring evacuation centres are accessible and have appropriate sanitation facilities.

Checking that essential medicines, mobility aids and other personal supplies are included in emergency plans.

Establishing communication arrangements for people who may not have access to mobile phones or the internet.

Town Officers, Village Disaster Risk Management Committees, church leaders, women’s groups and youth groups can work together to identify vulnerable households and coordinate support.

A prepared community is one where people look out for one another, especially those who may face greater difficulties during emergencies.

7. What to do when a cyclone warning is issued

When the Tonga Meteorological Service issues a tropical cyclone advisory or warning, take the information seriously and begin implementing your household emergency plan.

Before the cyclone arrives:

Monitor official weather updates through the Tonga Meteorological Service and trusted local radio stations.

Follow instructions issued by relevant authorities.

Complete necessary preparations and secure loose items around your property.

Charge mobile phones and power banks.

Fill clean containers with drinking water.

Prepare food and essential supplies.

Move livestock and animals to safer locations where possible.

Unplug electrical appliances when it is safe to do so.

Keep emergency supplies and important documents accessible.

Move to an evacuation centre if instructed by authorities.

During the cyclone:

Stay indoors and remain in the safest part of your home or designated shelter.

Keep away from windows and glass doors.

Continue listening to official weather updates where communication services are available.

Do not go outside to inspect damage while strong winds are occurring.

Avoid travelling, driving or walking through floodwaters.

Stay away from fallen power lines and damaged electrical equipment.

Keep children close and reassure them during the storm.

Remember that a temporary period of calm does not necessarily mean the cyclone has passed. Dangerous winds may return as the system moves through. Remain in a safe location until authorities confirm that conditions are safe.

8. Stay safe and support recovery after the cyclone

The danger does not end when the strong winds stop. Damaged buildings, fallen trees, contaminated water and electrical hazards can continue to threaten families and communities.

Before returning to normal activities:

Wait for official advice confirming that it is safe to leave your shelter.

Avoid entering damaged buildings until they have been assessed.

Stay away from fallen power lines and report hazards to the relevant authorities.

Avoid floodwaters, which may contain sewage, chemicals, debris and other hazards.

Check drinking water supplies and follow public health advice before using potentially contaminated water.

Check on neighbours, particularly older people and households that may need assistance.

Seek medical attention for injuries and report urgent health concerns.

Document damage to homes, gardens and other assets where it is safe to do so.

Coordinate community clean-up activities and dispose of debris safely.

Recovery takes time. Communities can support one another by sharing available resources, assisting vulnerable households and working together to restore essential services and livelihoods.

9. Your household cyclone preparedness checklist

Use this checklist to assess whether your family is prepared before the cyclone season begins.

Prepare essential supplies for children and older family members.

Health and safety

Prepare a first-aid kit and essential medicines.

Keep a torch, batteries and radio available.

Charge mobile phones and power banks.

Store important documents in waterproof packaging.

Family and community

El Niño is a natural climate phenomenon that can change rainfall and temperature patterns across the Pacific. For Tonga, it can mean longer dry periods, reduced rainfall, water shortages and increased pressure on home gardens, crops and household food supplies. It can also influence tropical cyclone activity during the cyclone season.

Tonga Meteorological Services declared El Niño conditions in June 2026. As of October 2026, communities need to take drought preparedness seriously, particularly households that depend on rainwater tanks for their daily water supply.

While we cannot control the weather, we can take practical steps now to reduce its impacts. Every household, farmer, church, school and community group has a role to play.

1. Save water and protect your household supply

Water is essential for drinking, cooking, washing, growing food and caring for livestock. During prolonged dry weather, rainwater tanks may take longer to refill, and groundwater sources may come under pressure.

What every household can do:

Check your water tank. Look for cracks, leaks, damaged pipes and loose connections. Repair leaks early.

Clean your roof and gutters. Remove leaves, dirt and other debris so rainwater can flow into your tank when it rains.

Keep tanks covered. Use a secure lid and maintain clean collection systems to reduce contamination.

Use water carefully. Turn off taps when not in use, repair leaking taps and reuse suitable water for plants where safe.

Store water safely. Keep drinking water in clean, covered containers and use a clean utensil or tap to draw it.

Plan for shortages. Check how much water your household has and identify a safe alternative supply if your tank runs low.

Remember: water used for gardening or cleaning should not be assumed safe for drinking. If the safety of your drinking water is uncertain, follow advice from the Ministry of Health or local authorities.

2. Prepare your home garden and crops for dry weather

Home gardens and farms support household food security and income. When rainfall decreases, crops can struggle to grow, soil can dry out and livestock may have less access to water and feed. Planning ahead can help reduce these losses.

Practical steps for gardeners and farmers:

Prioritise water-efficient crops. Ask agricultural extension officers which locally suitable crops and varieties are best suited to current conditions.

Mulch around plants. Use dry leaves, grass clippings or other suitable organic materials to cover the soil and help retain moisture. Keep mulch away from plant stems to reduce rotting.

Water at cooler times. Water early in the morning or late in the afternoon to reduce evaporation.

Protect young plants. Use suitable shade materials where necessary, especially during periods of intense heat.

Improve soil health. Add well-rotted compost or other suitable organic matter to help the soil retain moisture.

Stagger planting. Avoid planting all crops at once. Discuss planting schedules with local agricultural officers and adjust them to rainfall forecasts.

Irrigate using recycled water: Don’t be quick to throw away grey water – that is water used for domestic purposes like cleaning, laundry, washing or bathing. It effectively waters your plants while also deterring pests.

Protect livestock. Ensure animals have access to clean drinking water, shade and sufficient feed. Seek advice if pasture or feed supplies begin to decline.

Do not assume that every traditional crop or variety will perform equally well during drought. Local experience and advice from agricultural officers can help families make suitable decisions.

3. Protect food supplies and household income

Dry weather can affect the amount of food households produce and the income they earn from farming. Preparing early can reduce the pressure on families if harvests decline or food becomes more expensive.

Households can take the following steps:

Store harvested food properly. Keep root crops and other produce in clean, dry, well-ventilated conditions suitable for each crop.

Maintain a small food reserve. Where possible, gradually set aside shelf-stable foods such as rice, canned goods and dried foods that your family regularly uses.

Plan meals around available food. Make use of locally available crops, seasonal produce and nutritious foods that require less water to prepare.

Avoid unnecessary food waste. Prepare appropriate portions and preserve surplus produce safely.

Manage household spending. Set aside a small emergency fund where possible and plan for potential increases in food or water costs.

Share local knowledge. Exchange ideas with neighbors about food preservation, home gardening and crops that have performed well in dry conditions.

Families do not need to buy everything at once. Small, gradual preparations can make a difference, especially when households work together and share available resources.

4. Protect your family’s health during hot and dry conditions

Hot weather and limited access to safe water can increase health risks, particularly for young children, older people, pregnant women, people with disabilities and people with existing health conditions.

Keep your family safe by following these steps:

Ensure everyone is hydrated: Drink safe water regularly throughout the day.

Seek shade and cool areas: Rest in shaded, cool or well-ventilated areas during the hottest part of the day.

Save energy to reduce stress on body: Reduce strenuous outdoor work during peak heat, especially for farmers and outdoor workers.

Keep cool and protected: Wear lightweight clothing, use a hat and protect your skin from the sun.

Maintain food safety standards: Keep food preparation areas and drinking-water containers clean. Refrain from consuming food that is not properly refrigerated. Be aware of purchasing seafood exposed to the open over extended periods of time.

Always practice hygiene: Wash hands with soap and safe water whenever possible, especially before preparing food and after using the toilet.

Be mindful of others: Check on relatives and neighbors who may have difficulty accessing water, keeping cool or travelling to health services.

Watch for signs of heat-related illness, including dizziness, headache, nausea and unusual weakness. Move the person to a cooler place and seek medical advice. Confusion, collapse or loss of consciousness can indicate a medical emergency and require immediate assistance.

5. Prepare for cyclones as well as drought

El Niño preparedness is not only about dry weather. Tonga’s meteorological outlook has also highlighted the potential for increased tropical cyclone activity during the 2026–2027 cyclone season. El Niño does not guarantee that a cyclone will affect your community, but it makes it important to prepare for both hazards

Every household should:

Clear immediate surroundings: Check the roof, doors, windows and surrounding trees for potential hazards.

Stay prepared at all times: Prepare an emergency kit containing drinking water, food, a torch, batteries, a first-aid kit, essential medicines, hygiene supplies and important documents stored in waterproof packaging.

Be energy efficient: Keep phones charged and identify a reliable way to receive official warnings.

Have a plan and stick to it: Know the location of your designated evacuation centre and the safest route to reach it.

Plan as a family: Make a family communication plan in case household members are separated.

Stay locked onto national authority: Follow official warnings and evacuation instructions promptly.

Remember that drought conditions do not remove the risk of flooding, damaging winds or storm surges. Prepare for the hazards relevant to your own location.

6. Make sure no one is left behind

Community preparedness is strongest when everyone participates. Some households may have limited water storage, fewer financial resources or difficulty accessing information and emergency assistance. Older people, people with disabilities, people living alone and families in remote areas may need additional support.

Town Officers, church leaders, women’s groups, youth groups and Village Disaster Risk Management Committees can help by:

Seek out those who need help: Identifying households that may need assistance before water shortages become severe.

Sharing is caring: Sharing verified weather updates and preparedness information through community meetings, churches, schools and local communication channels.

Be a good neighbor: Checking whether older people and people with disabilities can access drinking water, emergency supplies and evacuation arrangements.

Contact local authorities: Coordinating with relevant authorities when a household’s water supply becomes insufficient.

Be an active community member: Organizing community clean-up activities to maintain rainwater collection systems and reduce water loss.

Local knowledge is golden: Sharing locally appropriate farming knowledge and discussing how to support households experiencing food shortages.

Preparedness should be a shared responsibility. Community members can contribute in different ways, whether by sharing information, checking on neighbors or helping maintain community water sources.

7. Develop your own household preparedness checklist

Help get you and your family kickstarted with a checklist that you can tailor along the way to meet your household needs and share with friends and family.

Water
[ ] Check the water tank, pipes, gutters and roof catchment.
[ ] Clean and cover water storage containers.
[ ] Identify a safe alternative water source.
[ ] Agree on a plan to conserve household water.

Food and farming
[ ] Inspect home gardens and prioritise water-efficient practices.
[ ] Prepare mulch and suitable compost.
[ ] Store harvested food safely and gradually build a food reserve.
[ ] Check livestock water, shade and feed supplies.

Health and safety
[ ] Identify ways to keep family members cool and hydrated.
[ ] Prepare emergency food, water, medicines and a first-aid kit.
[ ] Check emergency contacts, warnings and evacuation arrangements.
[ ] Make a plan to assist relatives or neighbours who need support.

8. Stay informed and act early

Weather conditions can change, so households should regularly check official forecasts, drought outlooks and public advisories rather than relying on rumors or old information.

For the latest information, visit:

Tonga Meteorological Services: met.gov.to for weather forecasts, rainfall outlooks, drought outlooks and warnings.

Tonga National Disaster Risk Management Office: Follow official disaster preparedness and response updates through government channels.

Ministry of Agriculture, Food and Forests: Seek advice from agricultural extension officers on drought preparedness, crop management and livestock care.

If your household is already experiencing water shortages, contact your Town Officer or relevant local authorities to ask about available assistance.

The post Preparing for El Niño in Tonga: Practical Steps to Protect Our Water, Food and Families first appeared on MORDI Tonga.

The partnership was formalised through the signing of a Memorandum of Understanding (MoU) at UniSC’s Sunshine Coast campus on 13 August, bringing together UniSC’s Pacific research expertise through the Australian Centre for Pacific Islands Research (ACPIR) and MORDI Tonga Trust’s extensive community networks and development experience across Tonga.

The collaboration will focus on research and initiatives addressing some of the Pacific’s most pressing development priorities, including climate resilience, food security, sustainable agriculture, community wellbeing, disaster preparedness and inclusive economic development.

For MORDI Tonga Trust, the partnership builds on almost two decades of working alongside rural and outer island communities to strengthen livelihoods, enhance resilience and support locally led development.

MORDI Tonga Trust’s long-standing presence across Tonga’s island groups provides strong community relationships, practical development experience and access to local and traditional knowledge. These strengths will support research that is co-designed with communities, locally relevant, inclusive and responsive to Pacific priorities.

The partnership will also create opportunities for joint research projects, student engagement, knowledge exchange, co-authored publications and the development of evidence-based solutions that bring together academic research and Pacific knowledge systems.

UniSC Deputy Vice-Chancellor (Research and Innovation), Professor Ross Young, said the agreement reflected a shared commitment to building partnerships based on trust and using research to address real-world challenges facing Pacific communities.

“We are conscious, in our position as Australia’s youngest public university, that we seek to grow relationships with key partners built on trust and how we use the research we’re generating to help solve real problems,” Professor Young said.

MORDI Tonga Trust Board of Trustees Chairman Dr Vili ‘Apifo’ou Fuavao said the MoU represented an important milestone in a relationship between the two organisations that has spanned more than 15 years.

“This is another step in affirming our existing partnership,” Dr Fuavao said.

The partnership provides a foundation for both organizations to expand their existing collaboration and explore new opportunities for research, learning and knowledge exchange across Tonga and the wider Pacific.

By combining UniSC’s research capabilities with MORDI Tonga Trust’s community-based development expertise, the partnership aims to ensure that research contributes to practical solutions and strengthens the capacity of Pacific communities to shape their own development priorities.

The MoU was signed by Dr Vili ‘Apifo’ou Fuavao and Professor Ross Young at a ceremony attended by representatives from UniSC, ACPIR and MORDI Tonga Trust.

The post UniSC and MORDI Tonga Trust sign MOU advancing Pacific-led research and community development first appeared on MORDI Tonga.

The project was officially launched by the Honourable Prime Minister of Tonga, Lord
Fakafanua, alongside IFAD Associate Vice-President Dr Donal Brown, in the presence of
government ministers, church leaders, development partners, members of the diplomatic
corps, community representatives and stakeholders from across the country.

Over the next five years, TRIP III will invest approximately US$19.3 million to improve
rural livelihoods, strengthen food and nutrition security, promote climate-resilient agriculture
and expand sustainable economic opportunities in 128 rural communities across Tonga’s
five island groups. The initiative will support community-led development through stronger
local institutions, improved market access, natural resource management and inclusive
livelihood programmes that prioritise women, young people, persons with disabilities and
vulnerable households.

Speaking during the launch, Prime Minister Lord Fakafanua described TRIP III as a
reflection of the Government’s vision to ensure development reaches every rural community
throughout the Kingdom.

“TRIP III demonstrates the Government’s commitment to ensuring that national development
reaches rural communities throughout Tonga. It brings Government, development partners,
civil society and communities together in a partnership founded on trust, respect and shared
accountability,” he said.

The Prime Minister emphasised that rural communities remain central to Tonga’s social,
cultural and economic future. While they continue to face increasing pressures from climate
change, natural disasters, limited market access and rising production costs, TRIP III has
been designed to strengthen community resilience while creating opportunities for sustainable
livelihoods and long-term prosperity.

Representing IFAD, Associate Vice-President Dr Donal Brown reaffirmed the organisation’s
long-standing commitment to Tonga, highlighting a partnership that has spanned more than
four decades.

“IFAD is proud to continue its long-standing partnership with the Government and people of
Tonga. Our commitment extends beyond financing. We will work alongside Government,
MORDI Tonga Trust and rural communities to ensure that TRIP III delivers inclusive,
sustainable and lasting results,” Dr Brown said.

Dr Brown noted that TRIP III builds upon the achievements of the previous phases while
responding to new challenges facing rural communities, including climate change,
biodiversity loss, food security and disaster preparedness. The project will promote climate-
smart agriculture, diversified farming systems, rural enterprises and improved community
planning, while incorporating a disaster response mechanism that enables resources to be
redirected to recovery efforts following major natural disasters.

The project aligns closely with the Tonga Strategic Development Framework 2035,
the Tonga Agriculture Sector Plan II (2025–2034) and the country’s climate change and
disaster risk management priorities. Through this alignment, national policies will be
translated into practical investments that directly benefit rural families across the Kingdom.
Implementation will be led by MORDI Tonga Trust, working in partnership with the
Ministry of Finance, the Ministry of Agriculture, Food and Forests, the Prime Minister’s
Office – Local Government Division and MEIDECC. Together, these organisations will
combine government leadership, technical expertise and community-driven approaches to
deliver lasting development outcomes.

Chairman of MORDI Tonga Trust, Dr Vili A. Fuavao, said the organisation was honoured by
the confidence placed in it to lead implementation at the community level.

“Government provides leadership, IFAD and GEF provide financing and technical support,
MORDI Tonga Trust provides community-delivery capacity, and rural communities provide
the knowledge, leadership and ownership needed for lasting results,” he said.

TRIP III places communities at the centre of development. Rather than delivering
predetermined solutions, the project will support communities to identify their own priorities,
strengthen local leadership and develop sustainable solutions that reflect local knowledge,
aspirations and traditions. Women, youth and vulnerable groups will be actively supported to
participate in planning, decision-making and livelihood opportunities.

The official launch marks the beginning of a new chapter in Tonga’s rural development
journey, reinforcing a shared commitment between Government, development partners, civil
society organisations and communities to build a more food-secure, climate-resilient and
prosperous future for rural Tonga.

The Tonga Meteorological Service (TMS) has officially declared the onset of El Niño conditions affecting Tonga and the wider Pacific region following the latest climate monitoring and forecasting assessments.

El Niño is a naturally occurring climate phenomenon characterized by warmer-than-average sea surface temperatures in the central and eastern Pacific Ocean. For Tonga, El Niño conditions are typically associated with below-average rainfall, increased risk of drought, warmer temperatures, and an elevated risk of severe tropical cyclones during the cyclone season.

Current climate outlooks indicate that El Niño conditions are expected to persist over the coming months and may continue into 2027.

A drought warning has already been issued for Ha’apai, while drought alerts remain in place for Niuafo’ou, Niuatoputapu, Vava’u, Tongatapu, and ‘Eua.

Director of the Tonga Meteorological Service, Mr. Laitia Fifita, emphasized that although El Niño is a naturally occurring climate phenomenon, it can have far-reaching impacts on island nations such as Tonga, where communities rely heavily on rainfall for freshwater supplies.

He stressed the importance of early preparedness and encouraged both communities and government agencies to take proactive measures to mitigate the potential impacts of water shortages, prolonged heat, and severe weather events.

Now more than ever, it is important for the community to come together from schools, church groups, community groups to help each other during these times. While the government undertakes continued monitoring and assistance, MORDI Tonga will continue to do their part to facilitate assistance where needed.

The post Tonga Meteorological Service Declares El Niño Conditions for Tonga first appeared on MORDI Tonga.

MORDI Tonga Trust announces a significant transition within its Board, marking both a moment of reflection on dedicated service and an opportunity to embrace renewed leadership for the organisation’s continued growth and impact in sustainable rural development.

Honouring the Leadership of Dr Seu’ula Johansson Fua

MORDI extends its deepest appreciation to Dr Seu’ula Johansson Fua, who concludes her tenure as Chairlady after seven years of distinguished leadership (2018–2025), following her earlier service as a Trustee (2011–2017). As the second woman to hold the position of Chairlady, Dr Fua’s leadership has been both historic and transformative.

Dr Fua brings a strong academic and development background, particularly in education, community empowerment, and capacity development across the Pacific. Her work has consistently centred on strengthening local knowledge systems, fostering inclusive participation, and promoting culturally grounded approaches to development. These attributes have been instrumental in guiding MORDI Tonga’s strategic direction, particularly in embedding community-driven methodologies and advancing gender and social inclusion across its programmes.

Her tenure as Chairlady has been marked by a commitment to strengthening institutional governance, enhancing partnerships, and ensuring that MORDI’s work remains responsive to the needs and aspirations of rural communities. Her legacy is reflected in the organisation’s strengthened credibility and its continued emphasis on locally led development.

Acknowledging the Foundational Contributions of Mr Anthony Ryan

MORDI also acknowledges with sincere gratitude the service of Mr Anthony Ryan, who has stepped down from the Board after an extraordinary 15 years of commitment (2009–2024). As a founding Board member, Mr Ryan has played a pivotal role in shaping the vision, governance, and operational foundations of the organisation.

His extensive experience, strategic insight, and steadfast leadership have contributed significantly to MORDI’s growth from its inception to its current standing as a leading development organisation in Tonga. His contributions have ensured strong governance systems, financial oversight, and long-term sustainability. The Board and management extend their heartfelt thanks for his enduring dedication and invaluable guidance.

Welcoming New Chair: Dr Vili ‘Apifo’ou Fuavao

Stepping into the role of Chair is Dr Vili ‘Apifo’ou Fuavao, who has served as a Board member since 2017. Dr Fuavao brings a wealth of experience in leadership, governance, and development practice, underpinned by a strong commitment to community resilience and sustainable livelihoods.

His professional background spans public service, policy engagement, and community development, equipping him with the expertise to navigate complex development challenges while maintaining a clear focus on impact at the grassroots level. Dr Fuavao’s leadership is expected to further strengthen MORDI’s strategic positioning, deepen stakeholder engagement, and enhance the organisation’s contribution to national and regional development priorities.

His tenure as Chair comes at a critical time, as MORDI continues to expand its work in climate resilience, food security, and inclusive development. His vision and leadership are anticipated to build on existing achievements while guiding the organisation toward innovative and sustainable pathways.

Welcoming Professor Steven Underhill to the Board

MORDI is also pleased to welcome Professor Steven Underhill as a new member of the Board. Professor Underhill brings extensive academic expertise in agriculture, horticulture, and value chain development, with a strong track record of applied research in Pacific contexts.

He has collaborated with MORDI Tonga on several initiatives, particularly in strengthening agricultural systems, improving market access, and supporting smallholder farmers. His work has focused on enhancing productivity, sustainability, and resilience within local food systems—areas that align closely with MORDI’s core mission.

Professor Underhill’s technical expertise and research-informed perspective will provide valuable guidance in advancing MORDI’s agricultural and livelihood programmes, particularly in the context of climate change and evolving market dynamics.

Continuity in Governance

MORDI Tonga Trust also acknowledges the continued service of Board members Mr Kaho V ‘Ofa and Ms Jennifer Tupou. Their ongoing commitment ensures continuity in governance, institutional memory, and strategic oversight as the organisation navigates this period of transition.

Looking Ahead

These Board transitions reflect both the strength of MORDI Tonga’s leadership and its commitment to adaptive, forward-looking governance. As the organisation continues to work alongside communities to build sustainable livelihoods and resilience, it does so grounded in the contributions of past leaders and guided by the vision of its new Chair and Board members.

MORDI Tonga Trust remains steadfast in its mission to empower communities, strengthen local systems, and contribute meaningfully to Tonga’s development journey.

1. Why Grow Ginger?

Ginger is a high-value crop in Tonga with strong local demand and export potential. It grows well in Tonga’s tropical climate and can provide good income for smallholder farmers. Some may find it tedious to grow due to growth time but they make the perfect choice to intercrop amongst other crops in your garden. Plant and walk away and return to a lush garden of rhizomes in a matter of months!

Ginger is grown from rhizomes (underground stems), not seeds

It takes about 8–10 months to mature

Thrives in warm, humid climates—perfect for Tonga

A key milestone in leveraging this funding was the first annual meeting with Local Government Officials, including District and Town Officers. The purpose of this meeting was to begin discussions around development work for the year, ensuring that all planned activities are closely tied to each district’s newly updated Community Development Plans. By grounding development planning in these updated plans, MORDI Tonga ensures that interventions reflect the real needs, priorities, and aspirations of local communities.

At the heart of this approach is a people-centric philosophy. Development challenges—such as food insecurity, infrastructure gaps, and limited livelihood opportunities—cannot be addressed through top-down solutions alone. Engaging communities directly allows development programs to identify issues at their core, understand local context, and design solutions that are practical, culturally appropriate, and sustainable. Local Government Officials play a vital role in this process, facilitating community engagement, supporting local leadership, and mobilizing residents to actively participate in shaping their own development.

Through the combination of new funding, strategic planning with local authorities, and people-centered approaches, MORDI Tonga is well-positioned to deliver meaningful impact in rural communities. Targeted interventions will not only improve access to essential services and livelihoods but will also empower communities to take ownership of their development journey, creating sustainable change for the long term.

This year marks a renewed commitment to development that starts with people—listening, engaging, and working alongside communities to build stronger, resilient, and thriving rural Tonga.
