Community-Led Planning: How Villages in Tonga Are Shaping Their Own Development

In Tonga, rural communities face growing challenges from climate change and migration to limited infrastructure and market opportunities. Traditionally, development planning has often been driven by external agencies, but recent approaches have shifted toward community-led planning, placing villagers at the centre of decision-making.

Through various development initiatives, MORDI Tonga Trust has supported communities to develop Community Development Plans (CDPs) a participatory process that allows villagers to identify priorities, design solutions, and guide investments. This landmark document was recognized by the ‘Akilisi Pohiva administration for its profound efforts of inclusivity that it was adopted as a national document which now sits in the Local Government Office.

From Consultation to Ownership

The CDP process brings together village leaders, women’s groups, youth, farmers, and vulnerable households to discuss their needs and aspirations. Communities map local resources, identify risks, and prioritize actions ranging from water systems and roads to livelihood activities and disaster preparedness.

This approach ensures that development reflects local knowledge, cultural values, and real needs, rather than external assumptions.

Strengthening Local Governance and Accountability

Community Development Plans also strengthen village governance structures. Village committees are trained in project management, financial oversight, and monitoring, enabling them to manage small grants and coordinate with government agencies.

By building local leadership and accountability, CDPs help communities transition from passive beneficiaries to active development partners.

Improving Livelihoods and Resilience

In 122 rural communities, CDPs have guided investments in agriculture, fisheries, and small businesses, contributing to improved incomes and food security. Communities have also prioritized climate-resilient infrastructure and livelihood diversification, helping households better withstand cyclones, droughts, and other shocks.

Looking Ahead

As Tonga continues to face climate and economic uncertainties, community-led planning offers a sustainable pathway for rural development. MORDI Tonga Trust’s experience demonstrates that when communities lead, development becomes more inclusive, resilient, and sustainable.
